The problem

Central America is treated as one market. It behaves like five.

A wage figure that holds in El Salvador tells you almost nothing about Honduras. An incentive regime that makes a plant viable in one country expires, or never applied, in the next one over. Public data is fragmented, published on different calendars, and rarely comparable across borders.
